    Department Position Information

      Veteran Services Manager

      The Veterans Services Manager is an advanced level manager classification and reports to the Director of Veterans Services. This class is characterized by the primary responsibility for specialized program administration and managerial oversight of branch offices within the Department of Veterans Services. Incumbents plan, organize, and direct through subordinates the work of Veterans Services Representatives, in addition to conducting the administrative responsibilities of reviewing, evaluating, modifying existing and developing new methods and procedures to ensure the standardization of all aspects of veterans’ services work. 

      This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (8) of the County Management Resolution and serves at the pleasure of the Director of Veterans Services. 

      This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311 of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

       

      Salary: $74,573.92 - $95,841.93 Annually

       

      Examples of Essential Duties (may include but not limited to)

      • Conduct on-the-job trainings for Veterans Services Representatives to include CalVet/CACVSO accreditation training and continuing education unit training.

      • Supervise staff, plan, organize, coordinate, and direct the activities of the Department of Veterans Services under the direction of the Director of Veteran Services.

      • Maintain a case load of clients seeking and receiving services available to veterans.

      • Define problems, develop recommendations, plan, coordinate and initiate action with minimal direction; collect, interpret and evaluate information and data to identify operational needs and validate conclusions.

      • Represent the County in contacts with other governmental or community agencies and the public, including outreach events, public meetings, and other related events.

      • Prepare written reports and correspondence.

      • Review and evaluate the performance of subordinate staff; participate in the selection of employees; ensure standardization of methods and procedures utilized in all aspects of veterans’ services work; modify procedures to improve effectiveness.

      • Evaluate the need for changes in work procedures resulting from new County, state, or federal laws and regulations and review work of subordinates for compliancy purposes.

      • Prepare the regional annual budget by projecting costs and preparing justification documents; write requests for budget adjustments.

      • Responsible for ensuring compliance with grant requirements; assist with preparing grant reports including statistical and program information.

      • Prioritize workload to meet organizational objectives; review and evaluate work methods and procedures; listen, respond to, and resolve staff problems and concerns; develop and assist direct reports and professional staff in developing standards against which to evaluate and measure performance and service levels.

      • Participate in developing and implementing goals, objectives, policies, and standards applicable to divisional management responsibility.

      • Communicate with the Director and Assistant Director concerning operational difficulties/conflicts, business process improvements and procedural changes; oversee and identify required changes for case management system.

      • Review and approve staff payroll time reports; direct the preparation of requisitions for supplies and equipment.

      Recruiting Guidelines

      • OPTION I
        Education: Graduation from an accredited college or university with a bachelor's degree, preferably with major coursework in psychology, sociology, social welfare, social/human services, public administration, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
         

        Experience: One year as a Senior Veterans Services Representative for the County of Riverside.
         

      • OPTION II
        Education: Graduation from an accredited college or university with a bachelor's degree, preferably with major coursework in psychology, sociology, social welfare, social/human services, public administration, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
         

        Experience: Three years of supervising a social services or veterans' services team in a governmental agency or non-profit, responsible for administrative, management, or staff capacity which provided a full understanding of customer needs.

      Veteran Services Housing Coordinator

      The Veterans Services Housing Coordinator is the advanced journey level classification and reports to and receives direction from the Assistant Director of Veterans Services. Incumbents may exercise technical and functional supervision over technical staff. The Veterans Services Housing Coordinator is responsible for coordinating housing assistance to veterans and their families in Riverside County.

      Salary: $62,648.04 - $89,412.82 Annually

      Examples of Essential Duties (may include but not limited to)

      • Participate in field inspections, tenant/owner relations and eligibility for HUD programs for veterans.

      • Identify and provide support to homeless veterans through coordinated outreach.

      • Create tailored housing solutions to address the unique needs of veterans.

      • Recommend and assist in the implementation of goals and objectives; establish contract goals or schedules and methods for providing Section 8 and related assisted housing program activities and services; monitor outcomes for contract vendors; implement policies and procedures.

      • Assist the Assistant Director of Veterans Services in responding to inquiries related to establishing new facilities or Section 8 and related assisted housing programs; respond to and resolve difficult tenant and property owner complaints and public inquiries.

      • Review and maintain a caseload of clients seeking and receiving services available to veterans; monitor workflow.

      • Conduct informal reviews of tenants that have been terminated; process damage claims by property owners.

      • Conduct briefings of property owners or operators and administrators under the State CCL or Section 8 and related assisted housing programs; provide information to new property owners or administrators under CCL or Section 8 and related assisted housing programs.

      • Perform inspections of housing units as required; develop service quality improvement initiatives for both contract and private facilities; implement and monitor outcomes; negotiate rent agreements with property owners and tenants; collect delinquent overpayments from tenants or property owners.

      • Review and prepare various reports on matters related to program operations and activities.

      • Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.

      • Compile, create, analyze, compare, and interpret statistical and other data with established program goals and make recommendations; develop measurement goals for program review; prepare a variety of reports, records and correspondence.

      • Coordinate with various cities, agencies and the public on the mission, vision, goals, and objectives of the Veterans Services department and its outreach programs.

      • Coordinate outreach meetings with other organizations; participate with community outreach events for veterans’ initiatives.

      • Continually assess and evaluate program effectiveness and recommend improvements as needed. 

      • Compile and maintain records and documentation related to the activities of the outreach program’s metrics and information.

      • Explain program rules and regulations to veterans; schedule appointments for veterans in the program.

      Recruiting Guidelines

      • Education: Possession of a high school diploma, G.E.D. equivalency or high school proficiency certificate is required.

      • Experience: Three years of increasingly responsible experience in determining initial and continued occupancy, eligibility for care and supervision as defined by State CCL contracted supportive services or Section 8 and related assisted housing programs. (Graduation from an accredited college or university with a bachelor's degree may substitute for one year of program eligibility experience.)

      • Knowledge of: Principles of lead supervision and training; State CCL or Housing Authority Section 8 and related assisted housing programs, policies and procedures; pertinent federal, state and local laws, codes and regulations; operations, services and activities in providing housing assistance to low-income persons under the CCL regulations or Section 8 and related assisted housing programs; safety and health standards; interview techniques; modern office procedures, methods and computer equipment; principles of business letter writing and basic report preparation; principles and procedures of record-keeping.

      • Ability to: Organize and review the work of technical and clerical personnel; lead and train assigned staff; interpret and apply federal, state and local policies, procedures, laws, and regulations; identify and respond to program participants and public issues and concerns; gain cooperation through discussion and persuasion; perform housing inspections, determine needed repairs and estimate cost of repairs; investigate complaints and recommend corrective action necessary to resolve complaints; identify and respond to staff, tenants and property owner needs and requests; work effectively with people from a variety of social, economic and racial backgrounds; work independently in the absence of supervision; perform accurate mathematical calculations; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work including Housing Authority staff, program participants and the general public.

      Senior Veterans Services Representative

      The Senior Veterans Service Representative will be, on occasion, asked to attend training and outreach events throughout Riverside County. The selected candidate will be asked to provide direction and oversight to the Indio office while providing supervision to the Veteran Service Representatives and office staff assigned to the office. Additional duties of the position include conducting informative presentations for members of the public on the Veterans Services Department and the possible VA benefits. They will assist veterans, their dependents, and survivors in obtaining benefits from federal, State, and local governments and perform full range of veterans' claims work and approve timesheets.

      Salary: $63,681.24 - $81,842.73 Annually

      EXAMPLES OF ESSENTIAL DUTIES

      • Interview and advise veterans, their dependents, and survivors concerning entitlement to benefits under federal, state and local provisions. 

      • Determine pertinent federal, state and local provisions as they relate to veteran claims; prepare, develop and prosecute Veterans Administration claims; prepare and develop appeals for presentation to the board of Veterans Appeals. 

      • Search for, analyze and screen all available evidence bearing on veteran entitlements.

      MINIMUM QUALIFICATIONS

      • OPTION I -  Experience: One year as a Veterans Services Representative II with Riverside County.

      • OPTION II - Education: Graduation from an accredited college or university with an associate's degree. (Experience which involved in-depth interviewing and the securing of information from individuals in order to determine, on the basis of laws and regulations, the acceptance, rejection or categorization of actions, may substitute for the required education on the basis of one year of experience for one year of education.)

       

      Experience: Two years in the preparation and development of claims for presentation to the Veterans Administration.

       

      ALL OPTIONS

      Knowledge of: Federal, state and local legislation affecting veterans; interviewing and recordkeeping techniques; medical and legal terminology as it pertains to veterans’ benefits; basic principles of supervision.

       

      Ability to: Gather and analyze information, draw logical conclusions and make sound decisions and recommendations on the basis of laws, rules and regulations; interpret and evaluate legal, medical and other evidence relating to veterans’ claims; establish and maintain effective working relationships with clients, fellow employees and the staff of other agencies; make effective oral presentations; work in locations remote from supervisory control and effectively organize work; train and supervise subordinates; prepare clear, comprehensive reports and records.

      • This position may require presentations for possibly two to three hours at a time. It also requires the ability to lift heavy equipment, such as the bags for the flag. 
         

      Veterans Services Community Liaison

      Under general direction, plans and coordinates and connects veterans and their dependents to comprehensive support services that will lead to them reaching their highest level of independence. Assists veterans, their dependents and survivors in obtaining benefits from federal, state and local government agencies; coordinates program activities with other services within the department; performs other related duties as required.

      The Veterans Services Community Liaison is a journey level classification that reports to the Assistant Director of Veterans Services and/or the Veterans Services Manager, and or the Veterans Services Housing Coordinator. Incumbents are responsible for the planning, coordination and implementation of specialized outreach programs and activities, as well as case management and comprehensive supportive service assistant.

      Salary: $52,500 - $69,680 Annually

      Comprehensive Case Management:

      • Conduct thorough intake assessments to identify veterans’ needs and develop individualized service plans.

      • Provide ongoing case management, including regular follow-up, crisis intervention, and advocacy to ensure effective service delivery.

      • Maintain accurate, confidential records of all case management activities in designated systems (HMIS, case management system, VetPro, or any other required platforms).

      VA Claims Services:

      • Assist veterans with the preparation and submission of VA claims and appeals.

      • Track the progress of claims and follow up with appropriate VA representatives to address any issues or delays.

      • Educate veterans on their benefits, eligibility requirements, and claims processes to empower informed decision-making.

      Service Planning and Coordination:

      • Collaborate with veterans to develop and implement comprehensive service plans tailored to each veteran’s needs.

      • Coordinate with local county partners, senior communities, colleges, justice centers, and other agencies to ensure seamless delivery of supportive services.

      • Facilitate access to housing, mental health services, employment assistance, and other vital resources.

      Outreach and Education:

      • Conduct direct outreach to identify and engage veterans in need of services through street outreach, community events, senior centers, colleges, and justice centers.

      • Build relationships with community stakeholders to promote awareness and understanding of veterans' needs and available services.

      • Present educational workshops and seminars on veterans’ services and resources for various community groups and partners.

      Data Entry and Case Tracking:

      • Accurately input case notes, service plans, and other relevant data into HMIS, VetPro, and any other required systems.

      • Maintain up-to-date case records and ensure data integrity for reporting and compliance purposes.

      • Track outcomes and case progress to assess the effectiveness of service delivery and adjust strategies as needed.

      Veterans Services Representative II

      The Veterans Services Representative II is the journey level classification in the Veterans Services series and reports to an appropriate supervisory or manager level position. Incumbents perform a wide variety of specialized clerical and technical tasks that require incumbents to know and apply specific laws and regulations pertaining to eligibility and application for veteran benefits. Incumbents serve as an advocate for veterans and their dependents to facilitate their application for, and receipt of, the maximum benefits available by law. The Veterans Services Representative II differs from the next higher level of Senior Veterans Services Representative in that the latter may supervise other Veterans Services personnel and/or have lead field responsibilities.

      Advancement to the next level in the Veterans Services Representative series is obtained by competitive selection through an open recruitment.

      Salary: $54,113.59 - $71,650.74 Annually

      Veterans Services Representative I

      The Veterans Services Representative I is the entry level classification in the Veterans Services Representative series and reports to an appropriate supervisory or manager level position. Incumbents receive direct supervision and training in the performance of established essential functions. This classification performs the most routine and least complex functions in the Veterans Services Representative series and spends a significant amount of time studying the laws, regulations and operating procedures governing veterans’ benefits.

      The Veterans Services Representative I is a natural progression underfill for the Veterans Services Representative II. Incumbents are eligible to promote to the Veterans Services Representative II upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.

       

      Salary: $45,960.48 - $61,780.52 Annually

      Veterans Services Assistant

      The Veterans Services Assistant is an entry level classification and reports to a supervisory or manager level position. Incumbents perform work that is of a highly specialized nature requiring significant expertise and performed with a great degree of independence. Incumbents perform the most routine and least complex functions in obtaining benefits from federal, state and local governments for veterans. The Veterans Services Assistant is responsible for performing administrative clerical support work involving a variety of complex programs and services within the department. Incumbents will provide support with case management and claims processes, interpreting and explaining program regulations, policies and procedures, explaining program benefits and resources, and preparing necessary correspondence and reports.

      Salary: $38,969.35 - $58,002.50 Annually

      Examples of Essential Duties (may include but not limited to)

      • Perform complex clerical work requiring the application of laws, policies, procedures, and specialized terminology; prepare and process materials which require the review of complex source material and a thorough familiarity with policies, procedures, terminology, and various applicable laws in order to obtain the necessary data.

      • Provide information to the public or interdepartmental representatives in situations where judgment and interpretation of departmental policies, rules and regulations on benefits are required.

      • Represent the department at meetings with local, state and federal program representatives; represent the office at outreach and veterans related events throughout the County.

      • Visit facilities (shelters, community centers, transitional housing, sober living programs, soup kitchens, etc.) throughout the county where U.S. military veterans may gather to inform them of services and benefits available to them.

      • Review a variety of reports, forms and records for accuracy, completeness and compliance with applicable ordinances; answer questions involving searching for and summarizing technical data, laws, policies, or procedures.

      • Design or revise office forms; set up and maintain complex filing systems; review office procedures and recommend changes to improve office efficiency and effectiveness.

      • Initiate replies to routine correspondence; compose correspondence and other materials requiring the application of subject matter knowledge and discrimination in the selection of data.

      • May provide technical guidance and/or training to clerical staff; may assign and review the work of clerical staff; prepare and revise written procedures.

      • Type a wide variety of complex material such as difficult statistical and budgetary tabulations, highly confidential reports and letters, priority manuscripts or contracts, and other specialized documents from rough, plain, corrected copy, or dictated material utilizing information processing equipment.

      • Explain program benefits, requirements and procedures to veterans and their dependents.

      • Gather information through interviews with veterans, dependents or next of kin to determine eligibility for benefits; research, gather and review information on behalf of claimants.

      • Obtain evidence to support a veteran or their dependents claim for services from other agencies or jurisdictions.

      • Answer calls as part of the call center to suppor traige of veterans needs and schedule appointments for representatives.

      • Maintain case files of supporting documents including military records, marriage certificates, divorce decrees, birth records, and correspondence; document services provided; assemble supporting documentation necessary to prepare and submit claims (i.e., compensation, pension, healthcare, burial, etc.).

      • Review and process all college fee waiver applications.

      • Operate a variety of office automation and peripheral equipment; use an automated system to input and retrieve information.

      • Maintain familiarity with other types of aid and social service organizations and refer veterans or their dependents to proper agencies including Social Security, Medicare, General Assistance/Medi-Cal, and mental health services.

      Recruiting Guidelines

      • Experience: Two years of clerical experience, at least one year in a position requiring interviewing, counseling and/or guidance or obtaining information in fields similar to employment agencies, disability insurance, Social Security, hospital, or social service agencies.

      • Knowledge of: The principles, methods and equipment used in information processing; interviewing techniques; correct English usage, grammar, spelling, vocabulary, punctuation, format, and style; office procedures, including preparing correspondence and reports, filing and operating standard office equipment.

      Office Assistant III

      The Office Assistant III class is the advanced journey level classification in the Office Assistant series and reports to a supervisory level position. This class is used in County departments to provide clerical services. Incumbents typically type, file, sort, and process materials; process and maintain records; compose and edit reports and correspondence; gather information; provide information to the public concerning departmental or County operations; receive and record payments; operate a variety of equipment, including, but not limited to, word processors, micro-computers, mini-computers, computer terminals, duplicating machines, and calculators; and prepare and complete a variety of forms and documents.

      Incumbents in this class perform the most complex assignments where work is of a highly specialized nature requiring significant expertise and performed with a great degree of independence or act as lead personnel for a work unit performing a variety of clerical work. The Office Assistant III class is distinguished from that of Supervising Office Assistant I in that the incumbents of the latter class have full supervisory responsibility for a clerical unit.

      Salary: $36,937.77 - $54,978.67 Annually

      Examples of Essential Duties (may include but not limited to)

      • Perform complex clerical work requiring the application of laws, policies, procedures, and specialized terminology; prepare and process materials which require the review of complex source material and a thorough familiarity with policies, procedures, terminology and various applicable laws in order to obtain the necessary data.

      • Give information to the public or interdepartmental representatives in situations where judgment and interpretation of departmental policies and regulations are required.

      • Review a variety of reports, forms, and records for accuracy, completeness, and compliance with applicable ordinances; answer questions involving searching for and summarizing technical data, laws, policies, or procedures.

      • Compile a variety of narrative and statistical reports, which requires locating sources of information, devising forms to secure the data, and determining proper format for finished reports.

      • Design or revise office forms; set up and maintain complex filing systems.

      • Initiate replies to routine correspondence; compose correspondence and other materials requiring the application of subject matter knowledge and discrimination in the selection of data.

      • May provide technical guidance and/or training to clerical staff; may assign and review the work of clerical staff; prepare and revise written procedures.

      • Type a wide variety of complex material such as difficult statistical and budgetary tabulations, highly confidential reports and letters, priority manuscripts or contracts, and other specialized documents from rough, plain, corrected copy, or dictated material utilizing information processing equipment.

      • Develop automated files and maintain the storage of tapes and disks; develop and revise standardized formats for documents for the department; operate peripheral equipment.

      • Isolate and resolve equipment and procedural problems; perform backup of systems and maintain archived record library and reference logs; serve as technical expert on the operation of information processing equipment.

        Experience: Two years of clerical experience.

      • OPTION II
        Education: Completion of 18 semester or 27 quarter units from an accredited college or university in secretarial sciences, office practices, business education, or a closely related field to the assignment.
         Experience: One year of clerical experience.

      • OPTION III
        Education Completion of 360 hours of training from a recognized occupational training program in secretarial sciences, business education, or a closely related field.
         Experience: One year of clerical experience.
